Biologically speaking: why do Scandinavians have light colored skin and hair?

Wouldn't having dark skin keep you warmer? I know when I sit in the sun wearing dark clothes, I get hot faster. I get that people living in countries like Africa have more Melanin and that helps protect them from the sun but why do people living in these cold regions have light skin?
