A question on free education countries who teach in english?

I am an Indian and I have completed my MBA , now I wish to continue my PhD abroad but I want to go in a country where I don't need to spend much. My parents have invested a lot of money on my education till now. I found that scandinavian universities are the best option among all. Is it true? But which university among all of them should I go for?? I am confused? Norway provides free education but food , accommodation is very costly because of taxes. What about sweden , finland , denmark? Are they costly too? Please help me by suggesting that which is the cheapest among all...I want to study in english only and do they provide scholarship?
