Is it more common for Norwegians to have dark hair than Swedes?

Just a simple question that I'd like a simple answer for. Because, supposedly, to everyone I've ever told I have Scandinavian in me.. Said I didn't look the least bit Norwegian or Swedish. I also have German and Irish in me, but I have dark brown hair and dark green eyes. So they always says "You're definitely not Scandinavian or German!" :/ So, I was wondering if it's common for Norwegians to have green eyes and dark brown hair than Swedes? Or is it the Irish?
