Questions about blonde hair (Scandinavian vs. Germanic)?

I always thought that a scandinavian blonde was more of a white-blonde, rather than an more ash blonde that you normally find in Germany. Scandinavians normally have a paler, fairer skintone and complexion, so this white blonde compliments them a lot. Both are incredibly beautiful colours..
